Now I'm testing eigrp for frame-relay.
If frame-relay map command is not using broadcast, does the eigrp
neighbor make?
But I cannot find the answer.

frame-relay map ip 10.1.1.2 102 frame-relay interface 201
router eigpr 1 router eigrp 1

I have been using the neighbor command in the eigrp
but it didn't work. Only the symptom is flapping the neighbor.
and I have been using the ip hold-time eigrp 1 in the interface
command. It didn't, too.
