Scott,
I just tested it on a router running 12.1(6) and directly connected
networks that were redistributed via rip into bgp (redistrib rip metric
5) had a metric of 0 but if I had a rip-learned route in the routing
table it was redistributed with a metric of 5. I can't think of a
reason why we wouldn't set the metric to five in the first situaiton but
there may be a legitimate reason for directly connected networks or it
could be a bug. I tried it with eigrp into bgp but same results, which
wasn't surprising since IOS does a pull, not a push, we pull routes when
doing redistribution so it was up to bgp to do it correctly. Perhaps
someone else has some insight on it. If no one else can think of a
valid reason for it I'll look for a bug tomorrow, must get some sleep
for once this week.
