privilege levels and exec commands

Can someone in the group help me please ?

I am trying to set up a router ( terminal server ) so that a user telneting
in can issue the show command and see the hosts defined without going into
enable mode and being able to screw up the loopback address or anything
else.

I've been mucking around with privilelege exec level 0 show running-config
but, although the command is available for non-privileged mode, it doesn't
show the running config.

Can someone tell me what I'm missing or should I be using another command ?
