Unless you have no ip routing on r1 and R7 you must use IRB or CRB. I
believe if you add bridge IRB or CRB on R1 and R7 and assure they are both
bridging ipx you'll be set.
no bridge 1 route ip

By default ip will be routed on a Cisco router.
