ot: modem to sup console

Good Friday....
I am connected to a cat 6509 via telnet and am trying to establish a
reverse telnet session to a usr modem connected to the console port of
the supervisor engine. I do a show line and the console appears to be
line 0. I enter telnet 1.1.1.1 (or ip addr of any vlan interface) 2000
and it keeps saying line refused by remote host. Normally with term
server you can just clear the line and it works like a charm. Is there
some sort of limitation in doing this with the console port? I was
thinking I should be able to do this to connect to the modem if I need
to change the at string command to modify speed, flow control, etc.
remotely without intervention. Thanks for the help.......
