If they are all on a common Etherent segment, it sounds like they want you
to make R3 the DR.
So you'll want to set the "ip ospf priority 0" on the interfaces of other
routers. While the "higher priority" wins is a good concept, it's actually
"who ever gets turned on first becomes the DR" So if you don't set the
priority to 0 on R1 - becuase you used a lower priority, and the procotor
turns on the R1 first, well, you are now a CAR (Candidate At
Risk). Perhaps even a CCB (Candidate Coming Back). Thanks to Fred
