2500 runs the IOS from flash, so the flash is normally "read only". When
you tell it to copy an IOS from tftp to flash, Flash Load Helper should pop
up and ask if you want to erase flash before copying. It will then take
over, reload the router, and copy the IOS. If this doesn't happen then you
need to boot the router into RXboot mode(config reg. 0x2101). Flash is
read/write in Rxboot mode.

I'm trying to upgrade a 2500 to 16/16 and enterprise ios.
I've put 2 8meg flash sticks in, partitioned as 1 to get 16meg, but now i
can't copy the ios 'cos it says the flash is read only!.
any ideas how i can get this sorted?
