nlsp on ethernet

Guys,

I have configured nlsp between two routers via
ethernet. the adjacency does not come up and i get
encapsulation error messages from one router. I have
seen this on serial interfaces and a reboot has fixed
everything. I haven't seen this before and i can't see
anything in the archives. the configs are very basic
but they are not playing. below is all that i have
configured.

 mac-address 0005.0005.0005
 ip address 10.1.1.1 255.255.255.0
 ipx network 15150015
 ipx nlsp 15 enable

ipx router nlsp 15
 area-address 15150000 FFFF0000

 ip address 10.1.1.2 255.255.255.0

 ipx nlsp 15 enable

here is the error message:
 NLSP-Adj: Encapsulation failed for L1 LAN IIH on
Ethernet0

r5 is receiving hello packets but is not initiating
them for some reason.
