By default EIGRP will not send traffic across the bri line until there is a
50% load on the serial line.

Both routes will be installed, but the routing will be based on the metric
(128 s0 / 64 b0 - bandwidth) so only serial 0 will be used, until the
traffic level is (varience 2) 50%.

Normally you do not want this so you use the traffic-share balanced command
to make EIGRP balance the traffic proportionally
across two lines.
