ISDN Backup -- need basic help

Problem: the ISDN line doesn't come when the primary link goes down because
the routes all disappear as soon as the ethernet link goes down.

The isdn line work great when I ping the distant end (either as BRI0, or as
dialer0). The primary parallel link is ethernet, but could just as well be
serial or frame-relay. I've added "backup interface dialer1" and "backup
delay 60 60" to the ethernet interface.

Is there a way to just have "backup" bring up the line whenever the primary
link goes down without adding a floating static, dialer-watch, ospf
demand-circuit, RIP/IGRP snapshot, or FREEK?

(In this scenario, I'm using eigrp, but I'm looking for a generic answer
that works on the interface regardless of whether I'm routing IP or IPX and
regardless of routing protocol.)
