About priority-list in RSRB

I read the following in cisco document about RSRB:

In the following example, LU 01 has been assigned a medium priority and maps to
 TCP port 1996; LU 02 has been assigned a normal priority and maps to TCP port
1987; LU 03 has been assigned a low priority and maps to TCP port 1988; LU 04 h
as been assigned high priority and maps to TCP port 1989.

Is it wrong? I think it will be

Am i right? And have i to use the priority-list in the output interface between
 the routers?
And can i use it in DLSw+ or STUN something like i want the high port is 1981 i
n DLSw+ using the priority-list?
