That's correct John. Forgive me, I missed all the conversations, but
previous versions, pre 5 (the acl change version) it was required.
They would flip/flop failover, as you couldn't shut down unused interfaces.
Now you can, so you don't need them from ver 5 on.

I think I remember reading that there's some problems in failover
configurations if the unused interfaces are not cabled together. Even if
they are not in use apparently they need a crossover cable connected to each
other. Does anyone else remember this? I am trying to remember the problem
that it causes, but that may be your problem. I could be way off and people
can flame me accordingly since I didn't verify what I'm saying.
