I started all over, incrementally adding config and
ran some extensive debug today, to see when/why things failed.

First of all I needed
  ntp server 172.20.4.1 KEY 1
on the clients, as Daniel Young pointed out.

My test showed that the sync to the local clock on the master failed after I
added:
  ntp access-group serve-only 72
  access-list 72 permit 172.20.0.0 0.0.255.255

Adding:
  ntp access-group peer 73
  access-list 73 permit 127.0.0.0 0.255.255.255
solves it.
The master sees the local clock as a peer at 127.127.7.1.
So it seems that I locked myself out from my own clock :-(
