Correct. ILMI (much like the LMI features of frame-relay) is what is needed
for ilmi pvc-discovery. ILMI needs to run on vpi/vci 0/16. This is all that
you need to discover the vpi/vci pair that is configured on the atm switch.

In addition to ILMI, SVCs also need QSAAL, which runs over the vpi/vci of
0/5. QSAAL was based on the ISDN q931 standard, so they are both used for
call setup and call teardown. Just remember that 0/16 and 0/5 is basically
used for overhead. They are essentially PVCs that are used for PVC
management.

VPI/VCI pair are like FR DLCIs. They are locally significant. You can even
think of VPIs as bundles or collections of VCIs.
