You'll need that, but the problem is that the remote loopback specified
by the neighbor statement is not on a directly-connected network. Thus
there is no route to it.

The premise stated no IGP to the remote neighbor and no static routes.

I can think of two possibilities:

Policy routing

A default network to the neighbor link

Another that I haven't tried would be to run the serial link unnumbered
and specify the loopbacks as the anchor interfaces. I haven't played
with unnumbered links in a while, so I'm not sure if this would work.
