BGP no-export vs. local-as

I got the following info from CCO:

no-export-Routes with this community are sent to peers in other
sub-autonomous systems within a confederation. Do not advertise this route
to an EBGP peer. External systems are those outside the confederation. If
there is no confederation, an external system is any EBGP peer.

local-as -Send this route to peers in other sub-autonomous systems within
the local confederation. Do not advertise this route to an external system.

They both say the route gets advertised to peers in other sub-autonomous
systems.
 But, I have always understood it as:

A) If a route is tagged with the "no-export" community, it will not be
advertised to any EBGP peers, whether they be confederation peers or not.

B) If a router is tagged with the "local-as" community, it will not be
advertised to EBGP peers, except EBGP peers within the same confederation.

Please correct me if I'm wrong, but I believe this information on CCO
regarding "no-export" contradicts itself.
