Chuck,
They both should go through the same regression testing process. The only
release that I'm aware of that doesn't get regression tested is the interim
releases ( i.e. 12.0(3.1) ). Business units at Cisco need to put features in
the IOS to meet customer needs but the more features that go in, the more
unstable the IOS becomes. So they branch of a new train like the T train to
introduce new features. This way the new features, which inevitably cause
more bugs, don't go into the mainline release and they can focus on getting
the mainline release GD. Usually a release like the 12.0T train will branch
off and become the 12.1 mainline.
