I learn something new every day. I just stumbled over this under the
OSPF router config in 12.0(17):

R7(config-router)#distance ospf ?
  external External type 5 and type 7 routes
  inter-area Inter-area routes
  intra-area Intra-area routes

Looks like 'distance inter-area 109' would do what Walid was looking
for.

Imagine the possibilities...<groan>

you can't change this behavior of OSPF. OSPF process will do its job
deciding which route is better (using the order that you specified) and
pass
it on to the "routing table" process.

distance is used to interact with other routing protocols
