ccbootcamp Lab 8: ISDN Problem Again

I tried to implement ip ospf demand circuit
between R5 and R6 and it never works (In this case
Ethernet interface is down)

On R5, I filtered update from IGRP to OSPF
so any topology changes will not cause ISDN to dial
up
and on R5, router igrp have passive interface to bri

On R6 , I use the same technique because I use
redistributed connected

I even try on my dialer-list 1

both on R5 and R6
I put
access-list 199 deny tcp any any eq bgp
access-list 199 deny igrp any any
access-list 199 permit ip any any
dialer-list 1 protocol ip list 199
and I put dialer-group 1 under bri interface

and I also put under bri interface
no peer neighbor-route

but somehow ISDN still dialing up
when I went further on debugging
I notice that BGP Keepalive message that cause
ISDN to dial (Keepalive message from R6 to R1)
(since R6 is route-reflector client of R1)

any idea how to fix this ?
