When you configure the 'ntp master' command, the router will poll to itself,
using the 127.127.7.1 command. Remember; that's a local loopback. It's
just necessary so that the router can use that as the ref-id for later on.
If you leave the routers sitting for a while, they'll sync up fine. It's
just going to take a while to do it. Especially if you take a few minutes
to change the time on the master router, it will already have given 1993
time to all the clients. When they detect that the time from the master has
changed, they'll have to make several polls to it, then reset their state
tables, then make several more polls to the master, THEN sync. If you have
the option, reload the master first, then manually change the clock, then
reload the rest of them. It'll speed things up some.
By the way, 3600 routers don't have calanders, so the 'ntp update-calander'
command isn't there.
