the secondary dial tone would be provided by a secondary device, i.e. when a pe
rson dials 9 the router would pick up a trunk to the PSTN and they would provid
e a tone to you, then the router would forward the remaining digits to the PSTN
to connect the call. The router itself doesnt provide the secondary dial tone.
