Item #9 on Fatkid 441 says: "9. Configure prioritization between R1 and R4.
This should prioritize SNA Control data (SAP 04) and the response frames
over other SNA data. And all SNA data should be prioritized over other
data."

Derek's solution was:
sap-priority-list 1 high ssap 4 dsap 4

But according to Cisco:

"SAP values change depending on if they are commands or responses. The SSAP
includes the command/response (C/R) bit to differentiate between them. The
C/R is set to 0 for commands and to 1 for responses. Therefore, the ACL must
allow or block commands as well as responses. For example, sap 0x05 (used
for responses) is just SAP 0x04 with the C/R set to 1."

So my solution was:
sap priority-list 1 high ssap 4
sap priority-list 1 high dsap 4
