Basically, you need to stop the IGP from advertising the low-cost path through
the tunnel to the remote router.

I've not seen the scenario description, but the best solution that springs to
mind is to add a loopback interface to each router and use that as the source
and destination IP. Make sure you don't advertise that IP via the tunnel,
which should be easy with a "distribute list out" as you're not running any
link-state protocols over the tunnel.
