Before this gets too far out in the wild, it should be stated that the lab
instructions are the final authority.
It is possible that you might be instructed to use static routes for
particular reasons - one of which might be to create a problem to be
overcome by some other means.
Remember - the test is to prove your mastery of any number of concepts. If
the concept to be proven is mastery of routing protocol behavior, then
consider how the use of static routes can be used to fake your way through.
But suppose the test is to demonstrate your mastery of various filtering or
redistribution techniques. What would stop Cisco from specifying a static
route someplace, then requiring a situation that would make round trip
reachability ( ping ) impossible because of constraints elsewhere?
Consider what the test is, then plan accordingly.

Well, static routes aren't mentioned anywhere in the
CCIE Blueprint either. Basically, know every detail of
everything on the CCIE Blueprint page and whatever is
in IOS from the first release to 12.0.
