Another question: ISDN and "ping all interfaces"

Here's one more thing that's been bugging me with a week left to go. It's
what I see as a conflict between two common requirements (from the bootcamp
labs, for example):

1. Bring the ISDN line up for backup and leave it down all other times
without using "backup interface", and
2. Be able to ping all interfaces from all routers.

The question is: should I be able to ping the ISDN interfaces from all
routers?

I don't think this can be done while keeping the ISDN line down. Suppose
R3 and R5 are my ISDN routers. If I try to ping R5's BRI from R3, it's
going to try to use the directly connected ISDN network. It would be nice
if the ping would take the "live" route, but nothing's going to override
the 0 administrative distance of the directly connected ISDN link.

Does anyone know a way around this? Is it possible to change the admin
distance of a directly connected network? Or is this a case where there's
an implied "except for ISDN interfaces" in requirement 2?
