The syntax is something like :
traffic-shape rate (group list) bit-rate burst-size excess-burst-size
So for your example :
it depends on the interval you wish* (if 10 then burst-size=1600
excess-burst-size=1600) since the traffic is output at interface rate.
*by default it is 8 if you don't put value for this 2 parameters
traffic-shape rate (group list) 16000 1600 1600
