I'm assuming that you're using a lab router as the NTP time source, and
not an external clock such as a PC. You're correct that the 2500 series
will lose the time if powered down or rebooted. However, some of the
higher end routers have a battery-backed clock and will maintain time
after a reboot.

In any case, I'm sure that the lab proctors are very much aware of this
issue and will grade accordingly. "Show ntp status" and "show ntp assoc"
are more meaningful than "show clock" for evaluating the configuration.
If the incorrect time on your master clock is properly propagating to
the other routers, then NTP is working.
