Ask your carrier if they are providing clock. If not set one and only
one of your CSUs (or service-module on a WIC) to internal clock.

Verify CSU line code, framing, and number of channels match each other,
and than line coding and framing match what the carrier is providing.
Most data circuits are B8ZS/ESF, check this with your carrier, they may
have something in the middle optioned wrong.

Test to a loopback plug, do you get line protocol up (looped)? Then test
to a loopback plug at the other end.

Loopback plug is an 8-pin modular jack with pins 1 and 4 tied together
and 2 and 5 tied together.

Most likely is no clocking on the line or framing/linecode mismatch.

Next most likely is a wiring issue. Have the carrier run to loopback
plugs on both ends at your equipment termination.

Aren't you glad now that you put modems on the console ports for remote
out-of-band testing?
