As a transport protocol, ATM is a layer 1 and 2 protocol - however ATM has
various control and user protocols that could be classified as all the way
up to Layer 7. But in the paradigm of TCP/UDP -> IP -> Layer 2 -> Physical,
ATM fits the Layer 2 and Physical layer (a recent standard allows ATM to
frame directly to optical, rather than use SONET frames).
