You will no doubt get many differing opinions on this question, but you can
think of ATM at layer 2 for the most part. Most ATM texts will present you
with a newer 3-d model. This model differs from the traditional Cisco exam
view of the OSI 7-layer model. But if you feel compelled to squeeze ATM into
that view somewhere, I'd say do it at layer 2.
