I may be missing a piece of this puzzle but wouldn't

10.0.0.0/16 work for this purpose?

10.1.0.0 to customer A
10.2.0.0 to customer B
etc

Each customer could then further subnet the network you assinged to them.

This woud allow for Hundreds of customers
Hundreds of networks per customer and
Hundreds of hosts per network.
