I finally found the problem. 2 bad jacks!! Once I finally moved it to a
3rd jack, it came right up. Turns out is was just a layer 1 problem. Thanks
everyone for the input!

Just guessing, but if you are connecting to a PABX, should'nt your ISDN be
configured as "Network" mode. By default it is "User" mode. I have done this
for ISDN PRI's and when you configure the PRI for Network mode, in the SHOW
ISDN STAT it tells you the interface is configured for Network Mode.
