Area range command only works on a ABR, i.e., a border router between areas.
In your case, it is r5 (it's an ASBR actually), not r1. You config won't
work even if r5/r6 link also runs OSPF, say, area 1. Try it.

redistributing ospf into igrp and igrp into ospf.
Loop0 on r1 is /28
router ospf 10
network 138.20.1.0 0.0.0.15 area 0
area 0 range 138.20.1.0 255.255.255.0
Yet r5 sees ospf network 138.20.1.1/32 and r6 doesn't see r1 loopback
(obviously)
Why can't r5 see network 138.20.1.0 as a /24? Appreciate your input.
