Whenever you hear that the console port on a 2500 router is bad,
do not believe it. This is especially true when it comes from a
novice networker. Someone has probably set the config-reg to
change the baud rate, probably by not putting in the 0x before
the number. The 0x indicates hexadecimal but defaults to decimal
without it.

To get into the router, send it a break after the DRAM sizing.
This is right after the OK light comes on and must be within
the first 60 seconds. Doing it too early, before the memory
sizing is complete, will not work. You will be doing this blind
so do not expect any response. (You may also let the router come
up without using BREAK, assuming that no one put a "no exec" on
the console).

Next, try the different baud rates and press a return. You will
get the romon ">" prompt when you have the correct baud rate.

Set the baud rate back to 9600 and set it to ignore the config
in NVRAM:

REMEMBER - try the BREAK on a known good router to make sure it
really works. Many Hyperterm and other serial programs will not
give a BREAK when you think they are. If in doubt, check it out.
Do not assume.

ALSO - Hyperterm will not change the baud rate properly at first.
This will lead you to believe you have check that speed when you
really have not. The conservative way to do this is to set up
Hyperterm as 9600, save it, close the program, then open the .ht
that you just created. Do this with all the speeds you need to
check before you try them on the console.
