While, the 1st part of the question states your concern, the 2nd part tells
you exactly what to do.
It doesn't say anything about explorer frames, therefore I would configure
it for all frames.
You may in fact find that you were expected to configure it for explorer
frames only, but I would protest that because of the wording of the
question.
