No this is normal behaviour. OSPF prefers intra-area routes above inter-area
routes regardless of the costs.

Hello Group,
I have a situation where OSPF seems to prefer O routes (ie Intra-area)
before "O IA" routes. It does this even though the internal route has a
high cost (6000) and the IA route has a low(er) cost (810).
I have buit the same lab on IOS 11.2 and 12.0(8), and have the same effect.
Is this normal ? or have I mis-interpreted the symptoms ?
