I didn't understand completely your question, but here are a couple of options:
Back-to-back FR:

Back-to-back FR Hybrid Switching:

If on the other hand you're trying to do FR switching over and IP tunnel,
then I found in the past thar this feature seems to be only available on
the IOS Enterprise feature set (although it is an old feature and should be
there in a 12.0).
