I'm afraid I beg to disagree. I've seen this many times when a (CONFIGURED &
WORKING PRODUCTION) router is started/reloaded

This is not a BUG !

This is the default action of a cisco router when it does not
have a configuration.

So when it first come up it tries to find a tftp server inorder to download
its configuration.

This action is called AUTOINSTALL.

I've seen this many times when a router is started/reloaded. My conclusion
is that it is a bug in the IOS. If you look at your running config you'll
see a command "service config" at the top. This is making the router search
for a tftp server to download one of the precreated configs named,
network-confg, cisconet.cfg, r8-confg or r8.cfg. Of coursem this will be
unsuccessful.

The fix/workaround is type "no service config" in global config & save your
config. But this does not guarantee that it will not happen again if it does
you know what the line is & get rid of it.
