Mohamed,

As you know, MED loses to Local Pref in battle for determining path. I
tried this scenario, and I haven't found a way to influence path selection
from outside the AS, given that the Local Pref in AS1 is set to prefer the
RA-RC link.

As far as I can determine, you really need to config the service provider's
routers.

I'll keep trying various things.
