Functional addresses, MAC addresses that is. There's only 3 available for
multicast, so if you configure HSRP without "use-bia" you use one of the
functional addresses for the HSRP hellos. Configure a second HSRP group and
you've taken another functional address. I think you can see where this is
headed. You can't do 4 HSRP groups without use-bia. OSPF takes a functional
address, EIGRP take one too. It's real easy to run out.
