Dear Scott,
If you do not put this command on the others
you will found out that routers on BGP 2 (e.g. r1, r2 ) do not know
the routes from BGP 3,1.
I Think that there is a mistake on the configs and they have forgotten to
put
the command on every router on BGP 2
