Follow up - took about 25 minutes for the client router system clock to
become synchronized, and for the * to appear in the sh ntp stat and sh ntp
ass reports

Yes, that's all there is.
In response to an offline challenge, I set up a Q&D on two 2501 routers.
R1 = ntp master
Manually configure time using the exec command clock set
The NTP clock synchronized to the system clock within a few seconds.
R2 = client ntp server (r1 address )
Watching the NTP debugs I see the following:
Lots of activity immediately.
Show NTP status reveals that the reference time is that of the NTP master
R1 )
But the system clock on the NTP client ( show clock ) has not updated even
after several minutes.
Show NTP stat and show NTP association both reveal that the clock is
unsynchronized
As I said, perhaps after layer two is configured, NTP should be the first
task completed. Apparently it takes several minutes for the system clock to
be updated from the NTP clock.
