NM-1FE-TX is NOT supported on 2600 series. I've never seen it work in
one, and all of Cisco's literature says it's not supported as well.

You need a "plus" feature set for ISL, and then only supported on 262x,
265x routers - 261x doesn't support it (10Mbps Ethernet cannot support
trunking).
