Peter,

summary-address in OSPF are used to inject summary routes outside of the
OSPF routing process but present in the routing table into OSPF. From your
configs it looks like you are trying to summarize an OSPF interface,
10.1.23.5/30 Serial 1, to 10.1.23.0/24 & inject this summary into OSPF, so
that it can be redistributed into IGRP and show up on r1. I don't think this
will work without.adding ip route 10.1.23.0 255.255.255.0 null0. This
should fix the problem.
