IS-IS recognizes only point to point and broadcast networks. On frame
relay, with ISIS you have only a couple of choices:

1) use point to point subinterfaces
2) use the frame-relay map statements
3) set up and use tunnels between the end points

there are no tweaks like the ones you are used to manipulating in OSPF to
fool it into thinking it is something else.
