Try the command ctrl-shift-^ ? and it will give you a list.

^^C sends telnet IP
^^H sends telnet EC
^^O sends telnet AO
^^T sends telnet AYT
^^U sends telnet EL

Your buddy may be confusing serial port escape characters with Cisco
telnet escape characters. I don't believe a ctrl-shift-4 does anything
to a router (not even break) over a telnet session. The break through
a serial port can be anything, and is determined by the serial comm
program.
