The area number is the OSPF area that the virtual link will transit. The
target of the virtual link is the router-id of the ABR you are trying to
reach.

I think I found an answer to one of my questions. The virtual link is down
on the R3 side because we need to use the Router ID as the peer IP address
in the virtual link command. Is that right?

A virtual link is created between R3 and R4. The output of "show ip ospf
virtual-links" shows down on R3, but it is up on R4. Everything still
seems
to work. All of the External routes are being received on R4.

1. Why does it appear that the virtual-link is up on one side and down
on
the other?
2. Is the virtual link necessary? Removing it did not seem to change
anything.
