Here's what it wasn't:

- didn't need ring numbers on the routers (no need)
- didn't need multiring
- didn't need anything on router A or B other than the ip address on the
token ring interface and ring speed 16
- didn't work even after resetting the switch and using trf-default

It did work after:

- replacing a cable (went "bad" during the middle of troubleshooting)
- replacing a router which for some reason the token ring interface wasn't
reply to arp requests even after a reload (interface was up/up)

Works fine now.
