cat5 broadcast

I saw the equation to limit broadcast on cat5, but when I need it, I can not
find it. What I am trying to do is limit the broadcast to 30% of the
bandwidth and the average packet size is 758 bytes. How would I go about
doing something like that? It is probably something real simple.
