Looks like it has to be done the hard way...
priority-list 1 protocol ip high list 100
access-list 100 match ip any host 224.0.1.39
access-list 100 match ip any host 224.0.1.40
access-list 100 match ip host 224.0.1.39 any
access-list 100 match ip host 224.0.1.40 any
The key with PIM seems to be the multicast IP addresses used, not any
specific port number. 224.0.1.39 being RP Announce and 224.0.1.40 being RP
discovery. Not sure what else is involved. If you have to, set up an
access-list (deny) between two PIM routers, and watch it break, log the
denied packets and reverse engineer the addresses you need to open up.
